The Permian AI Intelligence Brief

Two developments stand out this morning, and both are directly relevant to West Texas.

First, Texas has moved from asking data centers about water use to threatening enforcement for failure to report it. Second, Anthropic, Cipher Digital and Fluidstack have committed $10 million to Colorado City's municipal water system even though their Barber Lake AI campus does not use the city's drinking-water supply.

Together, those developments reinforce what may be the next phase of Texas AI policy:

DON'T JUST PROVE THAT YOUR DATA CENTER HAS POWER. PROVE THAT THE COMMUNITY IS BETTER OFF AFTER YOU ARRIVE.

1. Abbott escalates the Texas data-center water crackdown

On September 14, Gov. Greg Abbott directed Texas water authorities to pursue enforcement against data centers and other large water users that have failed to comply with mandatory water-use reporting requirements. Reuters reports the state is examining possible civil and criminal violations and that noncompliance could jeopardize environmental permitting.

This is an important escalation. The state has moved from surveying the industry → identifying poor compliance → threatening consequences.

For the Permian, that means a developer's water plan increasingly needs to be auditable: source, permitted volume, consumption versus recirculation, cooling technology, drought plan and discharge/residual strategy.

2. Anthropic, Cipher and Fluidstack put $10 million into Colorado City's water system

This is probably today's strongest Permian AI Top Story.

On September 14, Anthropic, Cipher Digital and Fluidstack announced a combined $10 million commitment to repair and expand Colorado City's water infrastructure following this summer's water shortages. The companies are establishing the Colorado City Water Infrastructure Foundation with local leaders.

The distinction that makes this particularly interesting is that the nearby Barber Lake AI campus does not draw water from Colorado City's municipal system. The companies say it uses its own onsite supply, leaving the new municipal improvements for residents.

Barber Lake itself is already a serious AI project: Cipher's agreement with Fluidstack initially covered 168 MW of critical IT load supported by up to 244 MW gross capacity, with Google backing $1.4 billion of Fluidstack's lease obligations. Fluidstack subsequently expanded across the remainder of the 300-MW campus, and Anthropic is the AI user.

Why it matters: This is precisely the community-benefit model Texas policymakers have been signaling they want. Instead of merely saying, “Our data center won't hurt your water system,” the companies are effectively saying, “We don't use your drinking water—and we'll help improve your system anyway.”

3. ERCOT finally gives us a much better denominator for Texas' “ghost demand”

A major new Batch Zero number emerged September 15: ERCOT reportedly conditionally classified 362 large-load interconnection requests totaling approximately 191.8 GW.

Compare that with the roughly 474 GW of large-load requests previously circulating in Texas.

The two numbers are not perfectly comparable—the larger queue included projects at different stages and Batch Zero has specific eligibility rules—but the gap illustrates why simply quoting the headline queue dramatically overstates the amount of load approaching reality.

Why it matters to the Permian: The market is finally moving from announced gigawatts to qualified gigawatts. And even 191.8 GW remains enormous relative to ERCOT's current system.

Projects such as IREN Sweetwater, Core Scientific Pecos and others that can demonstrate infrastructure, collateral and technical readiness should therefore receive a credibility premium.


4. Crusoe's latest manufacturing expansion tells us something important about Abilene

Following our look at Crusoe's financing, a new announcement yesterday adds another piece to the Abilene story.

Crusoe opened a second manufacturing facility in Tulsa on September 14. The new factory adds 400,000 square feet, bringing Crusoe's national manufacturing footprint to roughly 1 million square feet. It manufactures medium-voltage switchgear, low-voltage switchboards, electrical enclosures, controls and copper busbar.

And here is the Abilene number that caught my attention:

Crusoe says its Tulsa operation has already supplied more than 2,500 switchboards to the Stargate site in Abilene.

Crusoe now employs more than 300 manufacturing workers across the two Tulsa facilities and says approximately 15,000 skilled workers are working across its project sites.

Why it matters: Crusoe is vertically integrating one of AI's biggest bottlenecks: electrical equipment. Rather than waiting months for outside suppliers, it is manufacturing critical electrical infrastructure itself.

That makes yesterday's development relevant to the financing discussion. Capital alone does not deliver a 2.1-GW campus. You also need thousands of switchboards, transformers, controls, busbar, electricians and manufacturing capacity.


5. West Texas is becoming an unusually clear demonstration of AI's new community compact

Look at what has happened in just a few weeks.

In Colorado City: $10 million for municipal water infrastructure.

Elsewhere in rural Texas, QTS has committed to replacing Turkey's aging water tower and announced $250 million of Texas water-infrastructure and stewardship investment over ten years. On September 9 it expanded that concept into a $1 billion global water-stewardship pledge, while continuing to emphasize water-free cooling.

Meanwhile, Texas is tightening water reporting and ERCOT is tightening power qualification.

The direction is becoming remarkably consistent:

Bring power.
Use less water.
Disclose what you consume.
Protect ratepayers.
Invest in the host community.

That is starting to look less like corporate philanthropy and more like the license to operate for AI infrastructure.


6. Natural gas: America's AI buildout may require more than 30 GW of new gas generation

New analysis published September 15 estimates America's AI expansion could require roughly $140 billion of additional power-plant investment, with more than 30 GW of the new supply coming from natural gas-fired generation.

That estimate should not be treated as a committed construction pipeline. It is a forecast of what could be required to satisfy projected AI electricity demand.

But directionally, it is extremely important for the Permian.

Thirty gigawatts of gas generation running at high utilization could represent several billion cubic feet per day of incremental gas demand, depending on plant efficiency and capacity factor.

That increasingly puts AI alongside LNG exports and conventional power generation as a potential structural demand source for U.S. natural gas.


7. The West Texas workforce thesis keeps getting stronger

Fresh Texas reporting on September 14 focuses on the “hidden workforce” underneath the data-center boom—the people who actually construct, wire, cool and energize AI infrastructure.

Crusoe's announcement gives that story hard numbers: more than 300 manufacturing workers in Tulsa and 15,000 skilled workers across its project sites.

That reinforces a message I think The Permian AI should continue pushing:
